The annual budget is the financial roadmap for Hilltown Township. By documenting the allocation of funds, the budget reflects the policies and projects that are priorities to the Township. As per section 3201 of the Second Class Township Code, the Township's fiscal year begins on the first day in January and ends on December 31st of that calendar year. Generally, a proposed budget is approved by the Board of Supervisors in early December.
The primary source of revenue for the Township is the Earned Income Tax (1/2%). An additional source of revenue is Real Estate Taxes. Hilltown Township currently has a millage rate of 6.75 mills. 2.9 mills are dedicated to General Township functions. 1.5 mills is dedicated to an Operating Reserve Account, established for the first time, to prepare for long range expenditures as may become necessary. .75 mills is a dedicated Fire Tax, which is disbursed to the seven fire companies that serve Hilltown Township. .80 mills is dedicated to Park and Recreation Development and .80 is dedicated for the purchase of Road Equipment.
The voters of Hilltown Township also approved a 1/4% tax on earned income for the purpose of purchasing Open Space. This is a dedicated tax and used only for that purpose.
The Real Estate taxes for the Township are billed in March of the tax year and collected by an elected Tax Collector. Diane Telly's (Hilltown Township Tax Collector) office is located in the Municipal Building located at 13 W. Creamery Road, Hilltown, PA 18927. Her phone number is 215-453-6057. The earned income tax is collected by Berkheimer Associates. Their local office number is 215-257-4190 or they can be reached at their web site www.hab-inc.com They are located in the West Rockhill Township Building located on Ridge Road in Sellersville, PA
In addition to property taxes and earned income taxes, the Township's other sources of revenue include permit fees, fines, intergovernmental transfers, cable franchise fees, and royalties from the two quarries located within the Township.
